The best itinerary builder software for a tour operator is the one that holds your supplier rates and prices the trip for you, not just the one that makes the prettiest PDF. For US inbound and outbound operators and DMCs, that shortlist is short. Tourwriter starts at $99 a user a month on annual billing with up to 25 itineraries a year, plus a one time setup from $1,199. Safari Portal starts at $299 a month for one user, or $399 for three. The advisor tools such as Travefy, Tern and AXUS cost $35 to $49 a month, but they format an itinerary rather than cost it from your own net rates. Every Tourwriter and Safari Portal figure below was read off the vendor's own plans page from a US connection in October 2026.
Below is what each one charges, what you get at each tier, the real first year cost for a team of one, three and five, and how to decide.

What makes itinerary software right for a tour operator
A tour operator sells its own product. You contract hotels, guides, vehicles and activities at net rates, mark them up, and sell the package. That changes what the software has to do. A retail advisor needs a tool that makes a supplier's product look good and tracks commission. An operator needs a tool that stores every supplier and rate, recalculates the price when a night moves or a guest drops out, sends booking requests to suppliers, and invoices the traveler.
Four checks separate the two groups quickly. Does the platform hold a supplier and rates database you maintain yourself? Does it price the itinerary automatically from those rates, with your markup? Does it handle supplier booking requests and confirmations? Does it carry traveler invoicing and payments, and export to your accounting system? Tourwriter answers yes to all four on Starter. Safari Portal answers yes to the content library, invoicing, payments and financials on Essentials. Travefy, Tern and AXUS are strong on presentation and CRM and lighter on net rate costing.
Tourwriter pricing for tour operators
Tourwriter Starter costs from $99 a user a month, billed annually, and includes the itinerary builder with up to 25 itineraries a year, mobile optimized itineraries, supplier and rates management, automatic pricing, booking management and traveler payments by card. Tourwriter positions Starter for businesses in their first three years and supports it by chat and email 24 hours a day, five days a week.
Tourwriter Pro costs from $149 a user a month on annual billing for teams of two to five. It raises the cap to 50 itineraries a year and adds agency commissions, a Google Maps integration, bill and invoice export for MYOB or QuickBooks, a WordPress itinerary plugin and a named success executive. A two way Xero integration is an optional add-on on Pro.
Tourwriter Premium is priced on application for teams of five to twenty and more. It removes the itinerary cap and adds business intelligence, central management of several brands, the real-time Xero integration, multi-language itineraries, a mobile app through Vamoos or AXUS, and a website enquiry form. On top of any plan sits a one time setup cost for data migration, account setup and training, from $1,199.
Safari Portal pricing for tour operators
Safari Portal Essentials is $299 a month with one user, and Safari Portal Pro is $399 a month with three users. Both add users at $50 a month. Enterprise is quoted and adds an operational blueprint, tailored onboarding, data migration, rebranding for B2B partners, a custom branded app and translation. Every plan comes with a 14 day trial that does not ask for a card.
Pro is the tier Safari Portal aims at operators and DMCs. It adds client travel dashboards, automated flight search with live updates, travel insurance offers that pay a commission, Zapier, API and MCP connections and custom contact profiles. Because Essentials plus two extra users is also $399, a team of three or more pays the same for Pro as for Essentials, so Pro is the obvious choice from that headcount.
First year cost for one, three and five users
| Platform | 1 user | 3 users | 5 users |
|---|---|---|---|
| Tourwriter Starter, with $1,199 setup | $2,387 | Not offered for teams | Not offered for teams |
| Tourwriter Pro, with $1,199 setup | Starts at 2 users | $6,563 | $10,139 |
| Safari Portal, annual billing | $3,289 on Essentials | $4,389 on Pro | About $5,589 on Pro |
| Travefy Core, annual billing | $468 | $948 | $1,428 |
| Tern, annual billing | $420 | $900 as an agency | $1,500 as an agency |
Two assumptions are built in. Tourwriter's setup is stated as "from" $1,199, so treat it as a floor, and its plan prices are "from" figures too. For Safari Portal at five users, the table takes the $50 extra user charge across twelve months and the free month off the base plan only, since Safari Portal does not say whether the free month also covers added seats. Travefy adds $20 a seat and Tern prices agency seats at $25 on annual billing at this size.
Read across the rows and two things stand out. Tourwriter is the cheaper operator tool for a single person, but its per user pricing climbs fast, so at five people it costs nearly twice Safari Portal. Safari Portal is the dearer start and the cheaper team, because three users are bundled into Pro. And the advisor tools are a fraction of either, which is the right buy only if you do not need net rate costing.
Which itinerary builder should a tour operator buy?
Buy Tourwriter if you are a small inbound operator who builds itineraries from your own supplier contracts, sells fewer than 25 trips a year in the early years or fewer than 50 per person on Pro, and keeps the books in QuickBooks, MYOB or Xero. Its supplier database and automatic pricing are the core of the product, and Starter at $99 a month is the cheapest way to get them.
Buy Safari Portal if your proposals are the product, you have three or more people, and you want CRM, e-signatures, card authorizations, invoicing and a branded traveler experience in one place without an itinerary cap. At five users it is about $93 a person a month in year one.
Buy Travefy, Tern or AXUS if you mostly resell other operators' packages and earn commission, because you will not use a net rate engine and would pay five to seven times more for it. The category is broken down by role on our itinerary builder for travel agents page.
Whichever you choose, run the trial with a real booking. If a corporate group or incentive client sends you an RFP, the itinerary is only half the reply; the rest is a priced, branded document, which is where dedicated proposal software can take the cover letter and terms off your plate while the operator platform holds the trip.
Do tour operators need AI itinerary software?
Every platform above helps you assemble and present a trip faster once you know what goes in it. Tourwriter and Safari Portal both import supplier content, and Safari Portal's Magic Import turns supplier PDFs into days. None of them decides the shape of a new itinerary for you: which towns in which order, how many nights each, what fits between transfers, and what the day costs on the ground.
That first draft is what TripAgent.ai writes. You describe the trip, meaning destination, length, party, budget and style, and it returns a day by day plan with morning, afternoon and evening blocks, realistic transfer times and a price on activities, food and local transport, from $49 a month. Your product team then rebuilds the draft in Tourwriter or Safari Portal with your own contracted suppliers and rates. TripAgent.ai does not book anything, hold supplier rates or invoice travelers, so it sits in front of the operator platform rather than replacing it. More on that workflow is on our AI for travel agents page, and the wider category is priced on travel agent software.
Frequently asked questions
What is the best itinerary builder software for tour operators?
For tour operators who build trips from their own supplier contracts, Tourwriter and Safari Portal are the two strongest published options. Tourwriter is cheaper for one person at $99 a user a month and centers on supplier rates and automatic pricing. Safari Portal costs $299 to $399 a month but bundles three users on Pro and has no itinerary cap.
How much does Tourwriter cost?
Tourwriter costs from $99 a user a month on Starter and from $149 a user a month on Pro, both billed annually and before local sales tax. Premium is priced on application. A one time setup for data migration, account setup and training starts at $1,199, so a single Starter user pays at least $2,387 in the first year.
How much does Safari Portal cost?
Safari Portal costs $299 a month for Essentials with one user and $399 a month for Pro with three users, plus $50 a month for each additional user. Enterprise is quoted. Annual billing gives one month free, and advisors with a host agency or businesses in their first years can apply for a $199 a month supported rate.
Is Tourwriter or Safari Portal cheaper?
Tourwriter is cheaper for one person: about $2,387 in year one including setup, against $3,289 for Safari Portal Essentials on annual billing. Safari Portal is cheaper for teams, because Pro bundles three users for $399 a month. At three users the first year is about $4,389 on Safari Portal against $6,563 on Tourwriter Pro with setup.
Can travel agent software like Travefy work for a tour operator?
It can for presentation, but not usually for costing. Travefy, Tern and AXUS build attractive itineraries and manage clients for $35 to $49 a month, yet they are designed for advisors reselling commissionable product. A tour operator that marks up its own net rates will usually need Tourwriter or Safari Portal for supplier rates, pricing and invoicing.
Do tour operator platforms have free trials?
Safari Portal gives a 14 day trial on Essentials and Pro without a credit card. Tourwriter's plans page offers a demo and a quote request rather than a self-serve trial. Travefy, Tern and AXUS each publish free trials of 10 to 14 days, so you can compare presentation tools before speaking to sales at an operator platform.
