Expensify publishes a price and then makes you work for it. The pricing page shows Collect at $5 per member per month and Control at "Custom pricing, as low as $9 per active member/month", and that $9 is the number that ends up in every comparison table on the internet. It is a real number. It is also the bottom of a range whose top is four times higher, and the conditions that get you there are documented somewhere else entirely.

The short answer

Expensify has three USD price points and they are not the three most articles quote. Collect is $5 per unique member per month, pay-per-use only, and it is the plan Expensify's own FAQ says most businesses start on. Control is $18 per member inside your annual subscription size and $36 per active member above it, or a flat $36 per active member on pay-per-use. The $9 figure the pricing page advertises as "as low as $9 per active member/month" is the floor, not the rate: it requires a Control workspace, a 12 month annual commitment, and enough Expensify Card usage to earn the full 50 percent discount, which is calculated from the share of approved USD expenses in the workspace put on the Expensify Card. Collect cannot reach it at all, because the Card discount applies only to Control annual subscriptions. That gives one plan name a 4x spread, $9 to $36, depending on billing terms you choose before you ever see a bill. Expensify Travel is priced separately at $15 for a self-serve trip and $25 for an agent-assisted one. TripAgent.ai is not an Expensify alternative and does not replace it: it plans and prices a day-by-day itinerary from $19 a month, with no cards, no expense product and no receipts.

The actual rate card lives in the help center, under Understand Expensify Pricing, and it reads $18 and $36 rather than $9. Everything below was read off expensify.com and help.expensify.com in September 2026 from a US connection with USD billing selected, because Expensify sets fixed regional prices rather than converting from dollars, so a UK or Australian view of the same page shows different figures. Where a number is derived rather than published, this page says so.

Collect can never reach $9

The Expensify Card discount applies only to Control workspaces on an annual subscription. In the vendor’s own rate table the Collect row under "With Expensify Card" is a dash. Collect is also pay-per-use only, so the annual commitment the discount requires is not available on it either.

The annual subscription size is a one-way ratchet

You can raise your subscription size at any time and you cannot lower it until the term renews, and you are billed for every member inside it whether they log in or not. Anyone active above the size bills at $36, exactly double the $18 inside it. Guessing high wastes money; guessing low costs 2x per overflow seat.

Chatting with support makes a member billable

On the plans that bill by active member, billable activity is defined as creating, editing, submitting, approving or exporting expense data, or chatting with Concierge. An employee who files nothing all month but asks Concierge one question counts as active for billing.

How much does Expensify cost?

Expensify costs $5 per unique member per month on Collect, or $18 to $36 per member per month on Control depending on how you buy it. Those are the standard USD rates in the vendor’s own rate table. The $9 figure on the pricing page is the fully discounted floor of the Control annual rate, reachable only with maximum Expensify Card usage, and it is not available on Collect at all.

Two things in that table do most of the damage in a budget. The first is that Collect and Control are not billed on the same population: Collect counts unique members, meaning everyone in the workspace, and Control counts active members, meaning only the people who did something billable that month. The second is that Control annual has two prices at once, one inside your committed seat count and one above it, and the outside rate is exactly twice the inside rate.

Why does Expensify say $9 when the help center says $18?

Both are true and they describe the same plan under different terms. $18 is the standard Control annual rate per member inside your subscription size. $9 is that same rate after the maximum Expensify Card discount, which is 50 percent. The pricing page markets the floor; the help center publishes the ceiling you actually start from.

The discount is not a coupon and it is not negotiated. Expensify calculates it from the percentage of all approved USD expenses in your workspace during the billing month that were incurred on the Expensify Card, and states that as that percentage increases the discount increases proportionally, up to a maximum of 50 percent. So the discount is a function of how completely you move company spend onto Expensify’s own card product.

Reading that stated proportionality literally, here is what a Control annual seat costs at different levels of Card adoption. The 0 and 100 percent rows are published figures; the rows between them are derived from Expensify’s description of the discount scaling proportionally, and your bill is the authority.

That structure explains why the advertised rate is so much lower than the rate most companies pay. Getting to $9 means essentially every approved dollar of company spend runs through the Expensify Card, which in practice means replacing whatever cards you use now. A company that keeps its existing bank card program and adopts Expensify only for expense management earns no discount at all and pays the full $18.

There is a second condition that gets skipped even more often: the Card discount is available only to Control workspaces on an annual subscription. Pay-per-use Control can reach $18 with full Card usage rather than $9, and Collect is excluded entirely. In Expensify’s own table the Collect row in the "With Expensify Card" column is a dash.

What is the difference between Collect and Control?

Collect is the small business plan and covers expense, travel and chat: receipt scanning, reimbursements, corporate card management, expense and travel approvals, travel booking and rules, and QuickBooks and Xero integrations. Control adds the machinery larger finance teams need, and it is the only plan that can be bought annually.

The feature gap is narrower than the price gap suggests. What you are buying with Control is depth of control and the ERP tier of integrations, not a different product.

For a team under about 25 people with no ERP, Collect at $5 is the obvious starting point and Expensify says as much in its own pricing FAQ. The case for Control is either a specific integration you cannot live without, approval routing that has more than one step, or a commitment to the Expensify Card large enough that the discount pulls the effective rate under what you would otherwise pay.

How does Expensify count members for billing?

Expensify bills on two different populations and the distinction decides your invoice. A unique member is every member in the workspace, whether or not they used Expensify during the billing period. An active member is a member who performed billable activity, which Expensify defines as creating, editing, submitting, approving or exporting expense data, or chatting with Concierge.

That last clause is worth reading twice. On the plans that bill by active member, an employee who filed nothing all month but asked Concierge a question is billable for that month.

The practical consequence is a crossover that nobody puts in a comparison table. Collect charges $5 for every member. Control pay-per-use charges $36 only for members who did something. Control pay-per-use therefore costs less than Collect whenever your total headcount is more than 7.2 times your monthly active filers.

The shape that flips it is a large workforce where only a small finance-facing group ever touches expenses: a field services company, a franchise group, a seasonal operation. If that is you, the plan Expensify calls the small business plan is the expensive one, and the more expensive plan also happens to be the one that can take an annual commitment and a Card discount on top.

One caution before you act on that. Active-member billing is only cheap while the active count stays low, and it is Expensify, not you, that decides what counted. Ask for a month of billing history on a trial before you commit a year to it.

What does the Expensify annual subscription commit you to?

An annual subscription is a 12 month commitment to a subscription size you choose at the start. Every month you are billed for every member inside that size regardless of activity, and any active member above it is billed at the pay-per-use rate of $36. You can raise the size at any time. You cannot lower it until the subscription renews.

Both directions cost money, which is the part that does not appear on any pricing page. Take a company that commits to 40 seats at $18.

Under-sizing and over-sizing by the same ten seats cost exactly the same $180 a month here, because the overflow rate is precisely double the inside rate. That symmetry is a useful planning rule: on Control annual, being wrong by one seat in either direction costs you the same, so size to your realistic headcount rather than to your optimistic or your defensive one.

There is also a setting called auto-increase annual seats, which raises your subscription size automatically when your member count exceeds the commitment. It converts $36 overflow seats into $18 seats, which saves money in the month it fires, and it also raises a floor you then cannot lower until renewal. Whether that is a good trade depends entirely on whether the growth is permanent.

Is there a free Expensify plan?

Yes, but it is for a person rather than a company. Expensify offers a free Submit workspace for individual employees who want to code expenses and submit them to an approver when their company has not adopted Expensify. It does not include approvals, payments, company cards or accounting integrations, which is to say it does not include the things a business buys expense software for.

The pricing page frames the same thing from the other side: it is always free to scan receipts, send and receive money and chat with coworkers in New Expensify, and you upgrade to Collect or Control when you need to manage expenses for a business. There is no free trial advertised on the pricing page for either paid plan.

How much does Expensify Travel cost?

Expensify Travel is priced per trip and sits on top of the subscription. A self-serve trip you book or change yourself is $15. An assisted trip, meaning one a travel agent books or changes for you, is $25. Asking questions is free; the fee applies only when an agent actually books or modifies something.

A trip is the billing unit, not a booking. One trip can hold a flight, a hotel and a car, and rebooking inside an existing trip does not trigger a second fee. Expensify’s help center also states that if you have already paid $15 on a self-serve trip and then need agent help, you are charged only the $10 difference, for $25 in total, and that once a trip is assisted you can go back to the agent as often as you like at no further charge.

The Expensify travel terms describe the same fees differently, and the gap is worth money at volume. Those terms say the $25 agent support fee is charged "in addition to, and not in lieu of" the trip fee, which reads as $40 rather than $25 on an assisted trip. The help center says $25 total. Both documents are current on expensify.com. Here is what the disagreement costs at 200 trips a year with a fifth of them needing an agent.

A $600 swing on the same 200 trips, decided by which Expensify document your account is billed under. If you book anything like that volume, get the answer in writing from your account manager before you model it, and check a real invoice in month one. The wider point is that per-trip travel fees are a separate budget line from per-seat software, and at 200 trips they can exceed the software bill for a small team outright.

Expensify Travel books flights, hotels, cars and rail, and the underlying travel platform is Spotnana, which Expensify names in its own travel terms. Legacy Collect pricing, and how to tell if you are on it

Current Collect pricing applies only if your organization’s first workspace was created on or after April 1, 2025. If your first workspace predates that, you stay on legacy Collect, and legacy Collect is a different product commercially: $5 per member inside your subscription size plus $10 per active member above it on annual, or $10 per active member a month on pay-per-use.

Legacy Collect also bills on active members rather than unique members. That means two companies with identical headcount, identical usage and the same plan name can receive materially different invoices purely because one of them opened its first workspace in March 2025 and the other in May. If you are an existing Expensify customer comparing your bill to a published price, check that date before you conclude you are being overcharged.

Does Expensify charge the same price outside the US?

No, and not because of exchange rates. Expensify states plainly that it does not convert prices from USD and uses fixed regional pricing instead, in USD, GBP, EUR, AUD and NZD. Control annual is $18 in the US, £14 in the UK, €16 in the eurozone, AU$30 in Australia and NZ$32 in New Zealand, with the above-the-size rate exactly double in every currency.

For a US buyer the practical consequence is small but real: a price you find quoted in a review or a forum thread may have been read from a non-US view of the same page. It also means taxes are handled separately. Expensify states that applicable taxes are calculated on top, based on your billing location and tax status, so the rate card is a pre-tax number in every currency.

Expensify’s help center says an upgrade from self-serve to assisted costs only the $10 difference, while its travel terms describe the agent support fee as charged in addition to the trip fee.
The four usual reasons are all structural. Taxes are calculated separately and are not in the rate card. Active members above your annual subscription size bill at double the inside rate. Your Expensify Card discount is proportional to Card spend, so a partial card program earns a partial discount. And if your first workspace predates April 1, 2025 you are on legacy Collect pricing, which is a different rate table.
